General journal rules

• A journal is free text. It is not a ratable form.
• Any employee can create a self journal. The employee who created a self journal and someone proxying in as the employee can view it.
• Managers can create a manager journal about team members. The manager who created the journal and someone proxying in as the manager can view it.
• Administrators can view a journal for anyone if they proxy in as the employee or manager.
• The journal feature requires that the Feedback module is enabled (turned on).
